The referendum went peacefully yesterday in Kenya, and the Constitution passed, by 67 percent according to the latest results. This is an important accomplishment. The turnout wasn’t huge (7.5 million of 12.6 registered voters), but that is not surprising in light of the devastating post-election violence of 2008. Since the voting went smoothly this time and there is no debate about the result, the peace should hold. If so, can the peace be credited in part to Kenya’s efforts to repress inflammatory speech, including indicting members of Parliament? It will be difficult to answer until the Kenyan elections of 2012 provide another test case, since those elections will be more hotly contested than the referendum.
